     The Age 60 Rule: How It Came To Be
An essay by Vincent Czaplyski, that first appeared on AVweb (www.avweb.com), March 15, 2000
     Recounts the early history of the rule as well as the current debates and competing interests of the diverse pilot groups. Most of the early history information was taken from my (Woolsey) materials, and credit generaously given.

     A recent (2002), well researched and frequently referenced paper. Also recounts the early history of the rule, but adds analysis and discussion of the current medical and legal circumstances in which it exists.

     Interview with the Federal Air Surgeon
Dr. Frank Austin, Flying, 1985 (684 Kb .pdf file)
     Dr. Austin was Federal Air Surgeon between 1984-1986. His hand-written remarks on correspondence intitated by Dr. Stan Mohler to the effect that he (Austin) and the then Administrator (Adm. (Ret.) Donald Engen) felt there was no medical basis for the rule [See Letters] led to considerable controversy within the FAA. The interview for this piece appearing in Flying magazine took place while Austin was still Federal Air Surgeon. During his tenure, Dr. Austin was instrumental in simplifying and reducing delays in the medical waiver process.

     Safety Impact of the Age 60 Rule Woolsey, S.
     An early paper (1992) assessing the "safety" impact of the age 60 rule. The thesis is that the FAA's defense of the rule as a safety device has been selective and biased. The primary criticism is that the FAA has consistently ignored the vast array of materials that challenge and/or discredit the notion that older pilots increase risk in commercial air carrier operations.

     Economic Impact of the Age 60 Rule Woolsey, S.
     Another early paper (1993) assessing the then company costs of retiring pilots at age 60. Of only limited relevance today as conditions have changed dramatically: far fewer 3-pilot aircraft in service (fewer training steps with each retirement), and an incomplete analysis of the total company cost impact of premature pilot retirements. Nevertheless - it still provides a basic outline for a cash-cost understanding of "early" retirements.

     An early (1994), harshly written essay by Woolsey. Nothig I have seen since would alter the veiws expressed here. In fact, the additional years of research convincs me that the essential thesis I expressed in 1994 -- that the FAA has repeatedly and consistently ignored the evidence it disliked, manipulated (or attempted to manipulate) the evidence it could, and misrepresented the evidence it could not -- remains true today (2003).
